Kite flying ban

ISLAMABAD – The Government of Punjab has banned kite flying in residential areas near Allama Iqbal International Airport during Basant 2026. The restriction covers February 6, 7, and 8, aiming to ensure aviation safety and uninterrupted aircraft operations. The Deputy Commissioner of Lahore issued a No Objection Certificate (NOC) allowing celebrations under a defined code of conduct. On the Airport Authority’s recommendation, Section 144 has been imposed in designated localities to prevent any accidents or disruptions. Violators flying kites in restricted areas will face strict action, as per the official notification.

The ban applies to Nadrabad, Gulshan Ali Colony, Nishat Colony, Bhutta Chowk, and Defence Blocks P, Q, R, and S. Other restricted areas include Al-Faisal Town, Joray Pul, Canal Bank Road, and Tajpura Scheme. Authorities emphasized that the restrictions ensure safe take-off and landing of aircraft near the airport vicinity. The Pakistan Airports Authority had earlier issued safety directives to secure aircraft movement during Basant celebrations.

The Basant Festival code of conduct prohibits keeping, selling, or displaying metal, chemical, or glass-coated kite strings. Loud music, DJ systems, aerial firing, firearms, or noise pollution is strictly forbidden to maintain public peace. Misbehavior, harassment, indecent conduct, or disturbances to neighbors are also prohibited under the NOC. Buildings used for kite flying must be structurally safe, with precautions against falls and electrical hazards.

Kite flying toward airports, air routes, sensitive installations, electricity lines, or prohibited areas is strictly forbidden. The NOC allows only non-commercial kite flying; selling tickets, food, or advertisements is not permitted. Authorized officers from the district administration, police, or other departments may inspect sites at any time. Violations of the code of conduct will result in immediate cancellation of the NOC, authorities warned.

Officials urged kite runners to follow safety rules to ensure a peaceful and accident-free Basant festival. The government emphasized that these measures protect public safety while allowing controlled, cultural celebrations. Authorities also highlighted that cooperation from citizens is key to successful implementation of the restrictions. The temporary ban ensures both festive enjoyment and uninterrupted aviation operations in Lahore during Basant 2026.
