Govt Moves to Protect Rights of Offloaded Airline Passengers

The government has drafted rules to provide legal protection to airline passengers who are offloaded from flights. The draft regulations have been sent to the Ministry of Interior for review and approval. Officials said the rules are aimed at protecting passenger rights while ensuring aviation safety. Once approved, airlines will be able to offload high-risk passengers without facing legal challenges.

The guidelines specifically focus on cases where passengers show behavior suggesting illegal intentions or pose a threat to flight safety. Airlines will follow these rules to make informed decisions about offloading disruptive passengers. Authorities hope this will balance safety concerns with legal protections. The move comes as part of broader reforms in civil aviation regulations.

Passenger offloading has been significant in recent years. Official documents show that 147,842 passengers were offloaded over the past three years. In 2023, 35,270 passengers were removed, while 39,214 were offloaded in 2024. In 2025, 73,358 passengers were offloaded, with 45,356 removed due to technical or operational reasons.

Technical grounds for offloading include flight cancellations, operational disruptions, adverse weather, or passengers refusing to leave voluntarily. Officials emphasized that these rules will help airlines avoid legal complications while managing such situations. The regulations also aim to standardize procedures across all airlines. This will reduce disputes between passengers and carriers.

The Ministry of Interior is currently reviewing the draft regulations to ensure legal compliance. Once approved, the rules will officially allow airlines to remove high-risk or disruptive passengers lawfully. Authorities say this step strengthens aviation safety and protects passengers’ rights.
