KP Introduces New CNIC-Based Vehicle Registration System

The Khyber Pakhtunkhwa government has introduced a new vehicle registration and number plate system aligned with the federal model. The system came into effect immediately and will be fully enforced by November 30, 2025. The Excise, Taxation, and Narcotics Control Department issued an official notification about the change. The key update links vehicle registration numbers and plates to the owner’s CNIC instead of the vehicle’s chassis number. This change aims to curb vehicle misuse in crimes and simplify ownership processes.

Under the new rules, vehicle owners must transfer registrations into their own names within three months. Sellers are required to ensure ownership transfers to buyers properly. Failure to comply may result in penalties or difficulties in future transactions. The system will help make vehicle ownership clearer and reduce illegal activity. Authorities have urged the public to follow the new regulations strictly.

The updated system also changes the process for number plates and smart cards. When a vehicle is sold, the CNIC-linked registration copy or smart card is deactivated but stays with the previous owner until reassignment. Owners can transfer their registration numbers and plates to new vehicles. Deactivated numbers can be kept for up to three years, provided annual biometric verification is done. After three years, unused numbers will be canceled and must be returned.

Officials say this system improves vehicle tracking and ownership security in the province. They hope it will reduce fraud and ease the transfer and registration process.
