NADRA Introduces New CNIC and B-Form Rules for 2025 to Strengthen Identity System

Following the directives of Federal Interior Minister Mohsin Naqvi, the National Database and Registration Authority (NADRA) has officially implemented updated CNIC and B-Form regulations for 2025. The new measures aim to modernise Pakistan’s identity documentation system, improve data accuracy, and enhance child protection nationwide.

Under the revised policy, birth registration at the local Union Council has now become compulsory for B-Form issuance. This requirement aims to prevent fraudulent entries and ensure that children are properly documented from birth.

NADRA has also updated the biometric data collection process with new age-specific guidelines:

  • Children under 3 years: No biometric data or photographs are required.

  • Children aged 3 to 10 years: Photograph and iris scan are mandatory.

  • Children aged 10 to 18 years: Photograph, biometric fingerprints, and iris scan are required.

Each child will now receive a B-Form with a specific validity period. While existing B-Forms remain valid, obtaining the new version is now essential for passport applications.

The Family Registration Certificate (FRC) has now been granted legal status. Applicants are required to submit a declaration to verify the accuracy of their family details. The updated FRC will also include complete records in cases of multiple marriages. Additionally, women now have the option to display either their father’s or husband’s name on their CNIC, providing greater flexibility.

In a step towards affordability and efficiency, NADRA has launched a new chipless identity card. This card offers smart features such as bilingual (Urdu and English) data presentation and a QR code for easy verification. The chipless CNIC will be available at a lower cost and with faster processing times.

NADRA has also committed to resolving CNIC confiscation and restoration cases within 30 days, further streamlining public access to essential documentation.
