Pakistan, Türkiye Sign Joint Bidding Agreement for Offshore Energy Exploration

ISLAMABAD – In a major development for Pakistan’s energy sector, Pakistan and Türkiye have signed a joint bidding agreement to explore offshore energy reserves in Pakistan’s coastal regions.
The agreement was signed during the Pakistan Minerals Investment Forum 2025, marking a strategic partnership between key energy companies from both countries.
The agreement brings together Türkiye’s state-owned Turkish Petroleum Corporation (TPAO) and Pakistan’s leading exploration and production companies, including Mari Energies Limited, Oil & Gas Development Company Limited (OGDCL), and Pakistan Petroleum Limited (PPL).
This collaboration aims to jointly participate in Pakistan’s ongoing offshore bid round, launched in February 2025. Under this bid round, the government of Pakistan has offered 40 offshore blocks for exploration, located in the Makran and Indus basins.
Federal Minister for Petroleum Ali Pervaiz Malik, while announcing the signing of the agreement, expressed hope that this partnership will pave the way for increased foreign investment and transfer of international expertise to Pakistan’s energy sector.
“This strategic collaboration between Pakistan and Türkiye will help unlock our offshore energy potential and strengthen Pakistan’s position in the global energy market,” the minister said.
