Saudi Arabia Issues Strict Guidelines for Foreign Umrah Pilgrims

Saudi Arabia’s Ministry of Interior has issued new guidelines for foreign nationals arriving on Umrah visas, warning that violations may lead to heavy fines and legal action.

According to a ministry spokesperson, the last date for Umrah pilgrims to leave the Kingdom is April 29. Staying in Saudi Arabia beyond this date will be considered a violation of immigration laws and will be punishable under the law.

The spokesperson emphasised that entering Makkah without proper authorisation or residing there without a valid Hajj visa will be considered a punishable offence. Additionally, access to the holy sites (Mina, Arafat, Muzdalifah) will only be allowed with special permits — even citizens of Gulf countries will not be allowed to enter without a valid Umrah permit.

The ministry has advised all Umrah pilgrims to leave the country on time, as the Hajj season will officially begin after April 29. Any stay beyond the designated date on an Umrah visa will be deemed illegal.

Earlier, the ministry had warned that a fine of up to 100,000 Saudi Riyals could be imposed on individuals or companies responsible for pilgrims who overstay their visa period. Travel operators and tour companies bringing pilgrims from abroad have been directed to ensure timely departures to avoid penalties.
