Zelensky Appoints Military Intelligence Chief as Chief of Staff

KYIV – Ukrainian President Volodymyr Zelensky has named Kyrylo Budanov, head of military intelligence, as his new presidential chief of staff. The move follows the resignation of Andriy Yermak amid a high-profile corruption scandal. Budanov, 39, led Hur military intelligence and oversaw successful strikes against Russian forces. Zelensky said the appointment reflects Ukraine’s focus on security and strengthening defence amid the ongoing war.

Zelensky stated that Ukraine now needs greater focus on security, defence, and diplomacy. He added that Budanov has the experience and strength to deliver results. Budanov will update and present key strategic defence documents, signaling a shift in the presidential office’s priorities. Observers say the appointment emphasizes a war-focused leadership approach rather than political influence. The change also aims to bolster Ukraine’s negotiating position internationally.

Alongside Budanov’s appointment, Zelensky announced Mykhaylo Fedorov as Ukraine’s new defence minister. Fedorov, 34, is the youngest minister in the Ukrainian government. He will focus on training drone operators and reorganizing the defence ministry. Fedorov’s digital expertise, including the development of the Diya platform, is expected to modernize Ukraine’s military capabilities. Denys Shmyhal, the former defence minister, will remain in government in a different role.

Budanov’s former post leading Hur military intelligence will be filled by foreign intelligence chief Oleh Ivashchenko, 56. Meanwhile, Yermak resigned on November 28 after anti-corruption authorities raided his home in Kyiv. He faces no accusations personally but was connected to an investigation into alleged embezzlement in the energy sector. The scandal involved state-owned companies, including Enerhoatom, and a potential $100 million.

Analysts note that the leadership changes strengthen Ukraine’s security-focused approach during the war. Budanov’s appointment and Fedorov’s role highlight defence and operational readiness over political priorities. The reshuffle also seeks to restore public confidence after the corruption scandal. These moves come at a critical moment as Kyiv aims to maintain resilience on the battlefield while navigating peace negotiations.
