Pakistan’s ambitious plan to shift towards electric vehicles (EVs) is facing significant challenges, as private sector stakeholders have raised concerns over regulatory barriers affecting the import and installation of EV charging infrastructure.

According to industry representatives, the transition toward electric mobility has been slowed due to complications arising from customs regulations, particularly under Customs General Order (CGO) Entry No. 938. This classification is part of Draft CGO No. 3, which was revised on February 25, 2025.

Stakeholders argue that the current regulatory framework has created confusion regarding the import procedures and approval process for EV charging equipment. As a result, investment in charging stations and related infrastructure has been affected, limiting the pace of electric vehicle adoption in the country.

Industry experts believe that a clear and consistent policy is essential for encouraging both local and foreign investment in the EV sector. They warn that without streamlined regulations, Pakistan may struggle to achieve its long-term goals of reducing carbon emissions and promoting sustainable transport.

The private sector has urged authorities to resolve the classification issue and simplify import procedures to facilitate faster deployment of charging networks across major cities. They also emphasised the importance of aligning Pakistan’s EV policies with international standards to attract global investors.

Despite these challenges, interest in electric vehicles continues to grow in Pakistan, driven by rising fuel costs and environmental concerns. However, experts say that without strong infrastructure support, the transition to electric mobility may remain slow and uneven.

Officials are expected to review the regulatory framework in consultation with stakeholders to address these concerns and improve the ease of doing business in the EV sector.
