He also ratified draft plans to modernize key munitions facilities for submission to a party congress in early 2026. The congress will outline North Korea’s development strategy for the coming five years.
The KCNA report follows Kim’s recent inspections of a nuclear-powered submarine construction site and tests of long-range surface-to-air missiles. He toured the facility with his daughter, whom North Korea sees as a potential heir. Observers said the visit highlighted Pyongyang’s focus on modernizing both naval and missile capabilities. Analysts note the submarine and missile projects signal a continued military buildup despite international sanctions.
Kim sharply criticized the recent nuclear submarine agreement between the United States and South Korea. He called the deal a direct threat to regional security and maritime sovereignty.
