ISLAMABAD: The Muttahida Qaumi Movement (MQM) and the Balochistan Awami Party (BAP) expressed strong dissatisfaction over the exclusion of their proposals from the 27th Constitutional Amendment Bill. During the recent federal cabinet session, both parties voiced concern that their suggestions were ignored despite earlier assurances from the government. Sources said MQM and BAP leaders felt their recommendations were essential for fair representation and better governance.
Federal Minister Mustafa Kamal led the protest, criticizing the government for excluding the local councils’ clause from the bill. He accused the government of breaking its promise and failing to honor earlier commitments. Kamal stressed that the proposed amendment was crucial to strengthen local governments and ensure better distribution of power. His remarks reflected MQM’s ongoing demand for practical empowerment of local bodies.
Similarly, Federal Minister Khalid Maqbool Siddiqui also objected to the omission of local councils’ amendments. He urged the cabinet to recognize the importance of these changes in promoting grassroots democracy. Siddiqui emphasized that local councils are the foundation of an inclusive governance system. His comments highlighted MQM’s frustration over what they see as repeated neglect of urban representation issues.
Meanwhile, BAP’s federal minister voiced concern over the rejection of the party’s proposal to increase Balochistan Assembly seats. The minister argued that such changes were vital for ensuring fair political representation in the province. He reminded the cabinet that both MQM and BAP are government allies and deserve to have their amendments included. The protest reflected growing unease among coalition partners about being sidelined in key legislative matters.
In response, the federal law minister assured both parties that a special committee would review their proposals. He promised to consider amendments related to local governments and the expansion of Balochistan Assembly seats. Mustafa Kamal later reminded the cabinet that MQM supported the government on the promise of including Article 140-A interpretation. He said powers and funds often stop at the provincial level and never reach districts. Kamal urged the government to ensure true devolution of authority through the 27th Amendment.
