Pakistan Allows Conditional Export of Donkey Hides from Gwadar

The government of Pakistan has conditionally lifted the ban on exporting donkey hides. This decision comes through an amendment in the Export Policy Order. The Ministry of Commerce issued a formal notification approving this change. The ban was originally placed by the Economic Coordination Council (ECC) in 2015. Authorities had imposed the ban due to concerns over donkey meat being sold as beef or mutton.

Under the revised policy, only selected firms can export donkey hides. These firms must operate within approved slaughterhouses located in the Gwadar Free Zone. No other facility outside this zone is permitted for the export process. The government has officially removed the export ban clause from the policy. This ensures strict regulation and control over the export trade.

Last year, the Senate Commerce Committee discussed donkey exports. Officials confirmed that protocols had been finalised with China. These agreements cover donkey hides, meat, and other agricultural products like onions, potatoes, and chillies. The move is part of a broader effort to boost exports. It also aims to create new markets for local produce and livestock products.

However, animal welfare groups have raised concerns. In August, a workshop focused on the welfare of working equines. Experts revealed that six million donkeys are slaughtered globally each year. They warned about the dangers of the growing donkey skin trade. The session highlighted how donkeys, mules, and horses support poor communities across Pakistan.

Despite the economic potential, ethical issues remain. Donkeys are vital for transport and labour in rural areas. The rising demand for their hides could harm already vulnerable populations. Experts urge the government to balance trade interests with animal welfare. Proper monitoring and humane practices must be enforced at all levels.
