President Zardari Approves New CDA Ordinance with Major Changes in Land Compensation

ISLAMABAD – President Asif Ali Zardari has approved the CDA Amendment Ordinance 2025, bringing big changes to how land is acquired and how people are compensated.
Now, people affected by land acquisition won’t only get cash—they can also receive land or other forms of help. Deputy commissioners can give separate contracts for land and buildings.
The ordinance also protects the rights of people being moved from their homes. If there’s a delay in compensation, an 8% yearly fine will apply. Special help is included for people with disabilities, children, and others with legal issues.
Property transfers from CDA will now be easier, and all old cases before October 2025 will be handled under the new rules.
