Prime Minister Shehbaz Sharif inaugurates a faceless customs assessment system in Karachi

Prime Minister Muhammad Shehbaz Sharif officially launched the Faceless Customs Assessment System of the Federal Board of Revenue (FBR) at Karachi Port on Wednesday, marking a significant step toward modernising Pakistan’s customs clearance process. The new system, developed under the Prime Minister’s guidance, aims to enhance efficiency, transparency, and integrity in the country’s customs operations.

 

The Faceless Customs Assessment System is part of FBR’s ongoing reform program and seeks to address long-standing issues of delays and corruption in the customs clearance process. With this new system in place, the time required for customs clearance has been significantly reduced, with the minimum duration now just 15 to 20 minutes and the maximum extending up to 19 hours, depending on the complexity of the consignment.

One of the key features of the system is the removal of direct contact between importers and customs officers. This “faceless” approach ensures that both parties remain anonymous during the clearance process. Importers will no longer know which customs officer is processing their goods, and the officers will not be aware of the identity of the importer. This change is expected to promote greater transparency and reduce opportunities for malpractice or corruption.

In addition to boosting integrity, the system introduces a faster and more streamlined workflow. Notably, to prevent distractions and ensure focus, the use of social media applications has been banned on computers involved in customs processing. This initiative is expected to minimise inefficiencies and improve the overall productivity of the customs staff.

The new system also aligns with Prime Minister Shehbaz Sharif’s vision of creating a business-friendly environment. It promises to contribute significantly to the ease of doing business in Pakistan, benefiting importers by reducing delays and simplifying the clearance process.

To ensure the effectiveness of the system, only the most honest and dedicated officers have been assigned to manage the digitalised customs processing. Furthermore, to optimise the working environment, staff involved in the system’s operation have access to essential amenities such as food, prayer facilities, and washrooms, all located within the same working area. Mobile phone usage is strictly prohibited to maintain focus and prevent disruptions.

The implementation of the Faceless Customs Assessment System has already shown positive results, with a remarkable 80 per cent reduction in complaints related to customs clearance. The system is being hailed as a major step forward in combating corruption within Pakistan’s customs operations, ensuring a more transparent and efficient process for all stakeholders.
