Punjab plans film city authority to boost industry growth

The Punjab government has decided to establish a Punjab Film City Authority as part of efforts to revive and promote the local film industry. A draft law titled the Punjab Film City Authority Act 2025 has been introduced in the Punjab Assembly to formalise the initiative.

According to the proposed legislation, the authority will oversee the development and promotion of film, drama, and documentary production in the province. It aims to create a structured environment for filmmakers by introducing a comprehensive policy framework, including rules, regulations, and a modern licensing system.

Under the bill, the Punjab government will provide financial support to the authority to ensure its operations and long-term sustainability. One of the key features of the proposal is the introduction of a one-window operation, designed to simplify procedures for filmmakers by offering permits, approvals, and other services through a single platform.

The initiative also focuses on encouraging both local and foreign investment in the film sector. Special incentives are expected to be offered to attract investors and production companies, with the goal of strengthening the province’s creative economy. Officials believe that improved infrastructure and streamlined processes will help Pakistan’s film industry regain momentum.

In addition to economic objectives, the authority will work to promote Punjab’s culture, tourism, and positive image through visual storytelling. Policymakers see film as a powerful medium to showcase heritage and attract international attention.

The bill has been referred to the relevant standing committee for further review. The committee is expected to submit its report within two months, after which the legislation will be presented for approval in the Punjab Assembly.

If passed, the move could mark a significant step toward institutional support for filmmakers, providing them with resources and opportunities to expand creative production and compete in regional and global markets.
