Punjab Imposes Section 144, Sets Rules for Basant

LAHORE – The Punjab government has imposed Section 144 to prevent unrest and maintain public order during Basant celebrations. Authorities aim to ensure safety and avoid misuse of the festival for provocative purposes. Officials have banned kites displaying religious texts, sacred sites, or personalities. Kites bearing flags of any country or political party symbols are also prohibited. The restrictions cover all aspects of kite activity for 30 days.

The Home Department spokesperson said manufacture, sale, purchase, transportation, and use of banned kites are punishable offences. The move aims to prevent exploitation of Basant by provocative elements. Law enforcement agencies have been instructed to take strict action against violators. Plain single-colour or multi-colour kites without images will be permitted during the festival. Authorities emphasized that the rules are necessary to protect public peace.

Conditional permission for “safe Basant” has been granted in Lahore from February 6 to 8. The Deputy Commissioner Lahore issued a notification under the Punjab Kite Flying Act 2025. The government has stressed that the festival is strictly recreational. Officials warned that no violation of law will be tolerated. Safety and respect for religious sentiments remain the top priorities of the provincial administration.

The Punjab Kite Flying Act 2025 also bans metal wire, nylon string, and glass-coated strings. Dangerous kites and strings cannot be manufactured, transported, stored, sold, or used. Authorities highlighted the severe penalties for violations, including imprisonment and heavy fines. Law enforcement will monitor compliance before and during the festival. These measures aim to ensure Basant remains a safe and peaceful celebration.

Violating the law before the designated festival dates can lead to up to five years’ imprisonment and fines up to Rs2 million. Officials said the strict rules will safeguard citizens while preserving the festival’s cultural spirit. Authorities urged people to enjoy Basant responsibly and follow safety guidelines. Overall, the government aims to balance celebration with law, order, and public safety.
