ISLAMABAD: The federal cabinet has approved major reforms under the draft 27th Constitutional Amendment Bill, aiming to reshape Pakistan’s military command structure. The proposed changes focus on centralizing authority and redefining key leadership positions within the armed forces. Officials said the amendment seeks to improve coordination, efficiency, and strategic decision-making across all defence branches.

According to the draft, Article 243 of the Constitution will be amended to create the post of Chief of Defence Forces (CDF). The Chief of the Army Staff (COAS) will hold this dual title, appointed by the President on the Prime Minister’s advice. Similarly, the President will appoint the Chiefs of the Naval and Air Staff based on the Prime Minister’s recommendations. The move is intended to unify the leadership of the three armed forces under one command.

The proposed amendment also suggests abolishing the office of the Chairman Joint Chiefs of Staff Committee (CJCSC) by November 27, 2025. This change will transfer the responsibilities of the CJCSC to the newly formed Chief of Defence Forces. Under the new framework, the Commander of the National Strategic Command will be appointed by the Prime Minister, following the CDF’s recommendation. These adjustments aim to streamline military command and improve coordination on national security matters.

In addition, the amendment introduces lifetime ranks for top officers in recognition of their service. Those promoted to Field Marshal, Marshal of the Air Force, or Admiral of the Fleet will retain their rank, privileges, and uniform for life. They will be regarded as national heroes, symbolizing the highest military honor. However, removal from these lifetime positions will only be possible through the constitutional procedure outlined in Article 47.

The proposed amendment further extends presidential-style immunity under Article 248 to these lifetime-ranking officers. This protection will safeguard them from legal challenges while in service. The federal government will also define their roles, privileges, and entitlements in the national interest. Together, these reforms mark one of the most significant structural overhauls of Pakistan’s defence leadership in recent history.

 The 27th Constitutional Amendment bill will be presented in the Senate on Friday for initial approval. It will then be referred to the Senate Committee for review the same day. According to sources, the committee will discuss the proposed changes on November 8 and 9. The bill is expected to be presented before the full Senate on November 10 for further debate.

The government plans to table the amendment in the National Assembly on November 14. Officials said the ruling coalition will need 224 votes to ensure the bill’s passage. Meanwhile, the Pakistan Peoples Party’s Central Executive Committee (CEC) will meet tomorrow to finalize its stance on the amendment. Party leaders are reviewing key clauses and will decide their position after internal consultations.
