Karachi Police Offer E-Challan

KARACHI: The Karachi Traffic Police have introduced new measures to encourage timely payment of E-Challan fines. First-time violators can submit a written apology to waive the fine completely. For a second violation, paying within 14 days gives a 50 percent discount. Authorities emphasized that all fines must be cleared within 21 days, after which the full amount applies. For example, a Rs 5,000 fine for jumping a signal is reduced to Rs 2,500 if paid promptly.

Meanwhile, a viral video has sparked public outrage as a traffic officer was seen violating rules near the Expo Center. The officer rode a motorcycle with a number plate deliberately erased to avoid detection. He also turned left while signaling right and carried an official pistol during duty. Citizens criticized the double standards of officers who enforce heavy fines on the public while ignoring rules themselves. Authorities have yet to respond officially to the incident.

The E-Challan system has faced repeated criticism over technical flaws and mismanagement. Several cases highlight errors, including fines issued for stolen or wrongly identified vehicles. One motorcyclist reported receiving a Rs 5,000 challan for riding without a helmet on a stolen bike. He had registered a theft report in 2020, yet the system still fined him. Citizens called this incident a serious lapse in coordination between Karachi Police and traffic monitoring authorities.

Another resident reported a false E-Challan issued on October 27 for a helmet violation at Teen Talwar, Clifton. He stated he was at home in Scheme 33 at the time. The challan included mismatched number plates and added six demerit points to his driving record. The citizen expressed mental stress caused by the false penalty. Such incidents have raised questions over the credibility and accuracy of Karachi’s electronic traffic ticketing system.

In response, citizens demand immediate review and reform of the E-Challan system. While the new discount and waiver rules aim to ease compliance, technical errors undermine public trust. Karachi Traffic Police face increasing pressure to ensure fairness, accountability, and transparency. Experts suggest improving database coordination and verification processes to prevent wrongful fines. The ongoing challenges highlight the need for efficient monitoring and reform to restore confidence in the system.
