NEPRA Announces Relief

KARACHI: The National Electric Power Regulatory Authority (NEPRA) has approved a relief of Rs0.4812 per kilowatt-hour (kWh) for September 2025. This adjustment will be reflected in consumers’ electricity bills for November 2025. The decision follows a petition filed by the Central Power Purchasing Agency–Guaranteed (CPPA-G) for monthly Fuel Charges Adjustment (FCA).

The FCA relief will apply to all consumers, including those served by K-Electric (KE), under the tariff rationalization mechanism. This mechanism was approved by the Economic Coordination Committee (ECC) on August 19, 2025. Any discrepancies between KE’s FCA rate and the notified rate will be covered through a government subsidy, according to NEPRA.

Fuel charge adjustments are based on fluctuations in global fuel prices and changes in the generation mix used for power production. These adjustments are included in consumer bills after NEPRA’s review and approval. The September FCA will not apply to lifeline consumers, domestic protected consumers, EV charging stations, and prepaid electricity consumers.

Previously, NEPRA had lowered K-Electric’s average base tariff by Rs7.6 per unit. The tariff was reduced from Rs39.97 to Rs32.37 per unit after a detailed review of KE’s Multi-Year Tariff (MYT) for FY2024–FY2030. The review covered KE’s generation, transmission, distribution, and supply businesses.

NEPRA also approved the closure of KE’s SGTPS and KGTPS plants, effective from September 23, 2025. The closure will be followed by the discontinuation of their tariffs after the next gazette notification. Additionally, KE has been directed to align its system adjustments with regulatory standards and increase reliance on low-cost national grid electricity.
