PPP Raises Objections to 27th Amendment’s NFC, Provincial Autonomy Clauses

KARACHI: The Pakistan Peoples Party (PPP) has raised strong objections to key clauses in the proposed 27th Constitutional Amendment. The party is particularly concerned about changes affecting the National Finance Commission (NFC) Award, provincial autonomy, and devolution of powers. PPP leadership has initiated internal consultations to review the amendment, with constitutional experts providing detailed analysis.
The PPP has expressed serious reservations over provisions related to fiscal distribution, education, and population planning. These areas, the party argues, are core provincial matters protected by the 18th Amendment. The party has vowed to oppose any attempt to reverse or weaken the constitutional changes made in 2010, which gave provinces greater administrative and financial powers.
Constitutional experts within the party have advised a firm stance against any clauses that could undermine provincial rights. PPP officials are also gathering input from parliamentarians on the proposed changes. They want to ensure that any revisions do not diminish the autonomy of provinces or infringe on their fiscal independence.
Although the PPP has decided to strongly oppose clauses that threaten provincial rights, it may support other aspects of the amendment. The party is open to provisions that are seen as benefiting the national interest. However, it remains steadfast on protecting the 18th Amendment, particularly in areas related to health, education, and resource allocation.
The final stance of the PPP will be determined by its Central Executive Committee (CEC). After the constitutional committee finalizes its draft, PPP leadership will present their position in Parliament and discuss it with coalition partners. The party has already warned that any reduction in provincial autonomy or changes to the NFC Award formula would be unacceptable.

Khyber Pakhtunkhwa Governor Faisal Karim Kundi addressed the media on Tuesday, providing updates on the 27th constitutional amendment. He stated that only an outline of the amendment has been prepared so far. However, discussions on the amendment will take place in the upcoming sessions of the National Assembly and the Senate.
Kundi expressed hope that the new Chief Minister of Khyber Pakhtunkhwa would focus on the province’s development projects. He also recalled the previous Chief Minister’s intention to exert influence over Islamabad. The Governor emphasized the importance of addressing the province’s local issues rather than broader political concerns.
