A serious investigation has revealed allegations of sexual exploitation involving women and underage girls in Sudanese refugee camps located in neighbouring Chad, raising renewed concerns about safeguarding failures in humanitarian operations.

According to an internal probe conducted in relation to the camps, some aid workers are accused of abusing their positions of authority to exploit vulnerable refugees. The allegations include claims that food, clean water, job opportunities and humanitarian assistance were allegedly exchanged for sexual favours.

The report states that a total of 59 complaints were received during the investigation. Following the findings, 18 staff members were dismissed and declared ineligible for future employment within the organisation involved.

Investigators also warned that some of the reported incidents may not have been isolated cases, suggesting that elements of organised sexual exploitation or trafficking could have emerged within certain camp environments. The findings have intensified scrutiny of oversight mechanisms in refugee aid operations.

The international medical charity Médecins Sans Frontières (MSF), also known as Doctors Without Borders, acknowledged that serious gaps existed within its internal systems. The organisation admitted that its safeguarding and accountability structures were not strong enough to prevent or detect abuse in a timely manner.

MSF stated that it is taking additional steps to strengthen protection mechanisms for vulnerable populations and improve reporting channels for victims. It also emphasized the need to ensure that survivors receive proper support, protection, and access to justice.

Humanitarian experts say the revelations highlight a broader global challenge in refugee settings, where displaced populations often depend entirely on aid workers for survival. This dependency can create power imbalances that may be exploited if strict monitoring is not maintained.

Calls have been made for stronger international oversight, independent investigations, and stricter enforcement of ethical standards across humanitarian agencies operating in conflict and displacement zones.
