Constitutional Court Cancels Lifetime Benefits for Balochistan Officials

The Constitutional Court cancels lifetime benefits for Balochistan chief secretaries and rejects the provincial government’s appeal. The court ruled that the notification granting these benefits had no legal basis. As a result, it reinforced that all government actions must strictly follow the law.
In its detailed order, Justice Aamer Farooq stated that any government action taken against the law is invalid. He clarified that retired officers and their families cannot receive special benefits unless the law clearly allows them. Therefore, the court declared the notification void.
Furthermore, the court explained that pensions and retirement benefits must follow proper legal rules. It emphasized that only the finance department has the authority to frame such regulations. As a result, neither the chief secretary nor the finance minister can approve extra benefits independently.

In addition, the court ruled that approval of extra benefits by the Balochistan chief minister was also illegal. It noted that the Constitution only allows actions that comply with legal limits. Therefore, any misuse of authority cannot be justified under constitutional provisions.
Earlier, the Balochistan High Court had already declared these benefits unlawful. The provincial government challenged that decision in the Constitutional Court. However, the higher court upheld the earlier ruling and dismissed the appeal.
Finally, the Constitutional Court cancels lifetime benefits for Balochistan chief secretaries and closes the legal dispute. The ruling strengthens the principle of rule of law. It also ensures that public resources are used only within legal boundaries.
