The formal text of the recently announced memorandum of understanding (MoU) between the United States and Iran has surfaced in international media, revealing a 14-point framework aimed at reducing tensions, restoring regional stability, and paving the way for a comprehensive agreement between the two countries.

According to reports, the document has been titled the Islamabad Memorandum of Understanding between the United States of America and the Islamic Republic of Iran. A senior US official reportedly outlined the contents of the agreement, which covers issues ranging from maritime security and sanctions relief to nuclear negotiations and economic cooperation.

One of the key provisions calls for an immediate and permanent ceasefire across all fronts linked to the current conflict, including Lebanon. Both countries have reportedly committed to refraining from future military action, respecting sovereignty, and avoiding interference in each other’s internal affairs.

The memorandum also envisages negotiations within 60 days to finalize a broader agreement. Under the proposed framework, the United States would begin lifting maritime restrictions and gradually withdraw military assets from areas near Iran. In return, Iran would ensure safe and toll-free passage for commercial shipping between the Persian Gulf and the Gulf of Oman while working with Oman and regional partners on the future management of the Strait of Hormuz.

Economic measures form a significant part of the agreement. The document proposes a $300 billion international initiative to support Iran’s reconstruction and economic development. It also outlines a phased removal of sanctions, including US, UN, and other international restrictions.

On the nuclear issue, Iran is said to have reaffirmed that it will neither develop nor acquire nuclear weapons. Both sides are expected to negotiate mechanisms regarding enriched uranium under international supervision.

The memorandum further includes provisions for releasing frozen Iranian assets, issuing licenses for oil-related trade, and establishing a joint monitoring mechanism to oversee implementation. Negotiations on a final treaty are expected to continue in the coming weeks.
