The National Assembly has approved the Pakistan Telecommunication Re-Organization (Amendment) Bill, paving the way for licensed mobile phone and telecommunication companies to expand digital infrastructure across the country.

Under the proposed legislation, telecom operators will be allowed to lay optical fiber networks and install telecommunications infrastructure where required to improve connectivity and communication services. The bill aims to support the expansion of broadband access and strengthen Pakistan’s digital infrastructure.

According to the amendment, private property owners, tenants, and public as well as private institutions will be required to facilitate the installation of telecommunications infrastructure when necessary. The government believes the measure will help remove obstacles that have slowed the deployment of modern communication networks in different parts of the country.

The bill also introduces penalties for individuals or organizations that prevent licensed telecom companies from laying optical fiber cables or installing communication towers without valid grounds. Under the proposed law, property owners, tenants, or institutions that obstruct such projects could face fines of up to Rs50 million.

Officials say the legislation is intended to accelerate the development of high-speed internet services and improve digital connectivity for citizens and businesses. Enhanced telecommunications infrastructure is expected to support economic growth, digital services, education, healthcare, and e-commerce by providing more reliable internet access nationwide.

Government representatives have argued that expanding fiber-optic networks is essential to meeting the growing demand for data services and ensuring that Pakistan keeps pace with global technological developments.

Following its approval in the National Assembly, the bill will now be presented in the Senate for further consideration. If passed by the upper house and enacted into law, it is expected to play a significant role in modernizing Pakistan’s telecommunications sector and advancing the country’s digital transformation agenda.
